Sweet and Sour Chicken-what is the dough or crust around the chicken pieces?

I love sweet and sour chicken from PF Changs,,I do my own version at home and it's good but how do I get that nice crust around the chicken pieces? What is it, flour? or some special type of crust? and how do you make it?
