Why did factcheck.org and the bipartisan CBO both say Clinton had a surplus 4 years in a row?

Since presidents cannot SPEND money Only the congress can control budgets so that means in those four years you refer to Clinton had a Republican controlled Congress.....whoops another liberal claim goes down in flames!
