I have a cut with black bumps on it and was wondering what it could be?

Hi, I just cut myself on a vent an hour ago, and I was wondering what this may be. The area is the right big toe, and it has blackish-blueish bumps (2 or 3) growing around it. The vent was a little rusty on the part I cut myself on. I have not had a tet shot in like ten years and I was wondering, once again what this may be. Speedy response would be appreciated. Thank you.
