Dog stud small claims court?

if the dogs not pregnant she has to let you have a free breeding.thats the law here.you have the contract n a statement from your vet take her to court.i never pay the stud the full stud fee till my dogs are confirmed pregnant i pay half at the time then half after i get a xray done to confirm.i just bred my pom to a pomchi the 2nd of may n paid her half of the $400.ill pay the other $200 when shes confirmed.
